On Thursday morning, Le Thi Thu Ha, a resident in the provincial city of Phan Thiet, reported to local police that her nine-year-old son had been robbed of lottery tickets and cash totaling nearly VND500,000 (US$19).
According to the report, while selling lottery tickets on Tran Quy Cap Street in Tien Loi Commune, the boy was approached by a woman on a motorbike who asked to buy two tickets.
She showed a VND500,000 note and asked the boy to prepare VND480,000 ($18.28) in change.
Once she received both the tickets and the change, the woman sped away on her motorbike without paying.
After receiving the report, officers in Tien Loi Commune launched a quick investigation and identified the suspect as Nguyen Thi Kim Anh, 37, residing in Binh Thuan’s Ham Thuan Bac District.
She was arrested at her home within hours of the incident.
Anh confessed to police that she resorted to theft due to financial hardship.
She specifically targeted individuals of vulnerable groups, such as children, the elderly, and the disabled who were selling lottery tickets.
She admitted to committing several similar thefts over the past two months.
After seizing the tickets, she either resold them or checked them herself in hopes of winning.
