The Traffic Police Division under Hanoi Police had earlier verified a video circulating on social media showing a moving car with a young child positioned in front of the steering wheel.
The incident occurred on Xuan Khanh Street in Tung Thien Ward.
Authorities coordinated with Tung Thien Ward Police to investigate the case and identified the driver as N.T.P., born in 1985 and residing in Suoi Hai Commune, Hanoi.
During questioning, she admitted that at around 4:30 pm on Monday, while driving along Provincial Road 414 from Xuan Khanh to Suoi Hai, she allowed the child to sit on her lap because the child was crying.
She remained seated behind the wheel and continued driving.

She acknowledged the violation and the potential traffic safety risks, promising not to repeat the behavior while complying strictly with legal regulations.
Police recorded her violation of carrying a child under 10 years old and shorter than 1.35 meters in the same row of seats as the driver.
The applicable fine for the offense ranges from VND800,000 (US$30) to VND1 million ($38).
However, as the regulation will only take effect from July 1, authorities issued a warning instead of imposing a fine and required the driver to comply with the rules in the future.
