Police identified the flying object involved in Thursday's incident as a large kite fitted with flashing lights and whistles.
The three people, Than Van Tan, 42, Ta Van Chinh, 47, and Tran Vo Hong Phat, 26, were summoned for questioning over the kite-flying activity.
Police said the kite was flown at a high altitude in an area where it could affect aircraft take-offs, landings, and flight safety.
Authorities are collecting documents and evidence to determine appropriate action under the law, police said.
Police warned residents not to fly kites or operate unmanned aircraft near airports, runways and surrounding areas.
Such activities can pose a direct threat to flight safety and cause major economic losses, police said.
Violators may face administrative penalties or criminal liability, depending on the nature and severity of the offense.
Police urged residents to report kites, drones or other unusual flying objects near airports to authorities to allow timely intervention.
