The tragedy occurred at around 1:00 pm on Saturday, when the speedboat was transporting 32 Indian tourists and four Vietnamese nationals, including three crew members and one tour guide, from May Rut Ngoai Islet back to An Thoi Port in the Phu Quoc Special Zone of An Giang Province.
About 400 meters after departing the islet, the vessel was struck by large waves and capsized, throwing all 36 people into the sea.
Fifteen Indian tourists, including 13 men and two women, were killed in the accident.
The bodies of the victims have been transferred to Cho Ray Hospital and several other hospitals in Ho Chi Minh City.
Of the 21 survivors, three crew members, one tour guide, and 15 Indian tourists have been discharged from hospital.
Two others remain at a hospital in Phu Quoc. One has recovered, while the other remains on a ventilator because of an underlying heart condition.
Police immediately secured the scene, collected evidence, and interviewed witnesses.
On Sunday, investigators detained Hai for allegedly violating safety rules.
Colonel Nguyen Nhat Truong, deputy chief of the An Giang Department of Public Security, said the case shows signs of criminal violations.
Authorities are reviewing the responsibilities of individuals and organizations involved.
The investigation will expand to determine accountability and ensure strict legal action.
