The facility will be located at the Kim Lien animal quarantine station on Nam Hai Van bypass in Hai Van Ward.
It will operate during regular business hours on weekdays, from 7:30 am to 11:30 am and 1:30 pm to 5:30 pm.

Depending on local conditions, commune- and ward-level authorities may form teams to capture stray animals in public areas.
These teams will receive training in safe handling techniques.
Each ward or commune must publicly announce designated holding locations, detention periods and procedures for handling animals whose owners fail to claim them within 48 hours of notification.
Administrative penalties will be imposed on owners who violate regulations on pet management and rabies prevention.
Violations will be handled under relevant government decrees covering public order and safety, livestock management and veterinary regulations.
If no owner comes forward within 48 hours, the holding facility will convene a council to determine how each animal will be handled.
Healthy animals may be donated to research institutes or individuals willing to care for them.
Sick or deceased animals will be destroyed according to veterinary regulations.
Authorities said the initiative aims to address long-standing complaints from residents about stray dogs fouling public spaces and chasing pedestrians in neighborhoods, parks, and other communal areas.
