Ho Chi Minh City’s most populous ward launches crackdown on stray dogs

Local authorities in Di An Ward, the most populous ward in Ho Chi Minh City, have launched a campaign to capture animals roaming freely in public spaces and residential areas.

According to the Di An Ward People's Committee, the initiative aims to maintain the city's appearance, ensure traffic safety, and prevent the spread of rabies.

The campaign is being carried out in four phases.

It begins with public awareness efforts to inform residents about regulations on animal husbandry, veterinary management, and procedures for handling stray animals.

Authorities then prepare personnel, vehicles, specialized equipment, and temporary holding facilities before launching enforcement operations.

During the campaign, the team responsible for managing and capturing stray animals will work with ward police, grassroots security forces, the city's designated veterinary agency, and other relevant agencies to conduct patrols, respond to public reports, and impound stray animals in accordance with regulations.

Local authorities have also requested enforcement personnel to wear protective gear, use specialized equipment, and display clear identification, including uniforms and badges, to ensure safety and transparency during operations.

Animals that are captured will be documented and transferred to temporary holding facilities, where they will be cared for and monitored.

Public notices will be issued within 48 hours to allow owners to reclaim their pets.

Owners must comply with administrative penalty decisions and pay animal care costs before their pets are returned.

If no one comes forward within the specified period, authorities will handle the animals in accordance with the law.

Earlier, Dong Hoa Ward, another densely populated ward in the city, introduced a similar campaign.

In Dong Hoa Ward, authorities captured dozens of stray dogs during the first days of the campaign along National Highway 1K, Bac Nam 3 Street, and in several residential neighborhoods.

Local authorities have urged residents not to let dogs roam freely in public spaces or residential areas, and to keep their dogs under proper control when taking them outdoors to protect public safety and help prevent rabies.
