Starting around 5:00 pm, it began raining heavily in Binh Tan District, continuing until 7:00 pm.
The intensity of the rain overwhelmed drainage systems, submerging many streets and causing traffic chaos during rush hour.
Floodwaters reached knee-level on Le Co Street in An Lac Ward.
Vehicles struggled to pass through the flooded street, with waves from cars destabilizing nearby motorbikes.
On Quoc Huong Street in Thao Dien Ward, Thu Duc City, notoriously prone to flooding, the situation was no better.
The area was submerged within just 30 minutes after the rain started due to poor drainage.
Flooding was also reported across other districts, with many roads waterlogged.
Le Ngan, a resident of District 11, lamented that the heavy rain forced her to stay at her workplace until 7:00 pm before she could safely head home.

As of 7:30 pm on Tuesday, rainfall totals were 86.4mm in Cat Lai Ward in Thu Duc City, 50.6mm in Cu Chi District, and 43mm in Hoc Mon District, according to the southern weather center.

Moderate to heavy rains are forecast to hit many parts of Vietnam, including the southern region, from Wednesday to Friday as a tropical depression strengthened into a storm over the East Vietnam Sea on Wednesday morning.
