The black car, bearing a Hanoi license plate, got stuck near the shoreline while the driver and several passengers attempted to free it by digging around the wheels.
A tow truck was eventually called to pull the vehicle out.
According to the Tuy Hoa City public service management board, the driver, identified as N.V.N., had taken the car onto the beach near the former provincial Border Guard Command headquarters in Ward 4 around 12:30 pm for sightseeing.
The vehicle became lodged in soft sand during the excursion.
The passengers said they had just arrived in Phu Yen from Hanoi for the start of their trip.
After visiting Nghinh Phong Tower, they followed a dirt road from Doc Lap Street down to the beach in Ward 4.
The driver aimed for what appeared to be a clear, vacant patch near the shore, unaware of the risk.
"We're tourists from Hanoi and didn't know the area well," one passenger said.
"We didn't go through the busy beach area, we just went to a quiet spot near the water.
"Unfortunately, we got stuck and had to wait a long time for a tow truck."

The incident follows a similar case on May 31, when a man named Pham Ngoc Cuong drove a pickup truck along Tuy Hoa Beach while beachgoers were swimming.
His vehicle also became stuck and needed towing.
However, after being rescued, Cuong continued to drive along the beach, honking his horn and alarming nearby visitors.
On June 3, Phu Yen police officially charged Cuong with disturbing public order.
