Foreign man accused of stopping women in Hanoi, inviting them to hotels

Social media posts in recent days have shared information and images of the man, who reportedly targets women riding motorbikes alone in Dinh Cong Ward.

According to the posts, the man blocks the women’s way, hands them a piece of paper containing a QR code linked to Zalo, and invites them to go to a hotel.

When they refused, he allegedly became agitated and raised his voice, frightening some of the women.

Dinh Cong Ward police said the man is a foreign national and has shown signs of unusual behavior.

Police said he is married to a Vietnamese woman, owns a house and lives in Dinh Cong Ward.

In the past, due to similar behavior, local authorities coordinated with the embassy of his home country to arrange for him to return to his home country for treatment for about a year.

After returning to Vietnam to live with his wife, the man again began displaying abnormal behavior.

Local authorities are coordinating with the embassy to determine how to address the situation.

Dinh Cong Ward police said the man’s unusual behavior has occurred both in public and at home.

When he behaves unusually in public, police officers have to respond to the scene to deal with the situation.
