Hanoi deploys AI cameras for littering, sidewalk encroachment fines

Hanoi police have begun using data from AI-powered cameras to issue fines for urban order and environmental violations, expanding the system beyond traffic enforcement.

Authorities said on Friday that the AI-based monitoring system recorded and fined 48 violations on Wednesday and Thursday, totaling more than VND58 million (US$2,210).

In addition to handling traffic violations, the AI camera system is now being used to strictly address violations of urban order, including encroachment on roadways and sidewalks; illegal street vending; unauthorized awnings and advertising signs; improper stopping or parking.

Environmental sanitation violations are also subject to penalties, such as improper waste collection or disposal; littering, discarding cigarette butts; performing personal hygiene in prohibited areas; illegally discharging wastewater in residential complexes, commercial or service areas, or public places; and dumping waste on sidewalks, roadways or into drainage systems.

Images captured by the AI system are transferred to relevant police units depending on the type of violation.

If sufficient evidence is confirmed, violators are notified and summoned to complete administrative procedures, after which fines are issued.

Police said that in the past, sidewalk and roadway encroachment often recurred once enforcement officers left the scene.

The AI system is intended to provide more consistent, transparent, and effective monitoring.

The roll-out comes ahead of the 14th National Party Congress, scheduled to take place in Hanoi from January 19 to 25, and the Lunar New Year holiday in mid-February.

Police said they will continue operating the AI system alongside other measures to ensure public safety during these major events.

Earlier, between December 13, 2025 and January 12, 2026, the AI camera system recorded 6,351 traffic violations eligible for fines.

The most common offense was running red lights, with 4,215 cases (66.3 percent), including 1,962 cars and 2,253 motorbikes.

Another 2,053 cases (32.3 percent) involved not wearing helmets, while other violations included illegal parking and failing to wear seat belts.

Officials reported that the AI system has already improved traffic flow.

On one-way streets, travel speeds increased and journey times fell 31-36 percent while vehicle throughput rose 13-18 percent.

On busy two-way roads with complex intersections, average travel times dropped 20-25 percent, and throughput spiked 8-15 percent.
