The Hanoi People’s Committee held its fourth planning session on Thursday afternoon, focusing on the upcoming ceremonial parade that will pass through central streets.
At the meeting, Pham Xuan Tai, deputy director of the Department of Culture and Sports, provided updates on preparations and emphasized the importance of public cooperation.
The subcommittee on security, order, and traffic has put in place comprehensive measures to ensure safety and efficiency, including crowd control, anti-terrorism protocols, fire prevention, and emergency response plans in key parade zones.
During earlier parade rehearsals, the High Command of Hanoi, the municipal Department of Public Security, and other agencies cracked down on illegal activities such as unauthorized parking services, counterfeit delegate passes, and unapproved seat reservations.
Residents are urged to show discipline and support for parade participants to help maintain a smooth procession.
Priority assistance will be provided to children, war veterans, the elderly, and other vulnerable groups to ensure safe and comfortable access.
The municipal Department of Culture and Sports also requested coordination with the Department of Construction to optimize public transportation during the event.
Public workers in Vietnam are entitled to four days off, from August 30 to September 2, to celebrate National Day.
On August 30 and September 2, metro services will run from midnight until 10:00 pm, with six-minute intervals during peak hours and 10-minute intervals during off-peak times.
Buses are expected to operate until midnight on August 29 and September 1 and begin earlier than usual on key celebration days to facilitate access.

Hanoi chairman Tran Sy Thanh praised participating units for their coordination and dedication during rehearsals.
He noted the celebration’s complexity, which will include both domestic and international delegates, and stressed the need for thorough preparation across all aspects, including security, medical services, logistics, and environmental sanitation.
All delegate passes and security cards must be accurately distributed, he said, encouraging provincial delegations to use shared vehicles for improved safety and efficiency.
“To ensure safety, the use of hydrogen-filled balloons is strictly prohibited from all areas hosting parade activities,” Thanh stated.

Police were instructed to collaborate closely with the Ministry of Public Security’s VIP Protection Command to ensure the security of high-level guests and oversee orderly security checks.
Local authorities must work with law enforcement and military units to manage traffic, prioritize access for war veterans and seniors, and maintain public order throughout the celebration.
Chairman Thanh called on all residents and tourists to demonstrate civil behavior, maintain environmental cleanliness, follow traffic regulations, and fully comply with guidance from task forces during the commemorative activities.
