According to the 2026 operating, revenue and expenditure plan of the Ho Chi Minh City Disaster Prevention Fund, the fund balance at the State Treasury Region II as of September 16, 2026 was VND1,179.99 billion.

The fund's resources in 2026 will be used according to actual needs, based on proposals from agencies, units and localities and the fund's balancing capacity.

The fund is used to support disaster response activities such as evacuating residents from dangerous areas, providing medical care, food and drinking water at evacuation sites; and supporting forces mobilized to participate in disaster response as well as forces on duty and in command of disaster response.

In cases where disasters cause damage, the fund can provide emergency relief in the form of food, drinking water, medicines, books, learning equipment and other essential needs for affected residents.

The fund is also used to support the repair of homes, medical facilities and schools, environmental sanitation; support agricultural production; dismantle structures and obstacles that pose disaster risks; and ensure smooth traffic on important roads and railway routes affected by subsidence and landslides.

For disaster prevention and control projects, the fund can provide financial support for emergency repairs, remediation and construction, with a maximum of VND3 billion ($115,600) included in the total investment of a project.

At the same time, the fund is also used for disaster prevention activities such as information dissemination, public communication, training and drills; support for relocating residents from dangerous areas; developing tools and software, monitoring, forecasting and warning systems for disasters in communities; and purchasing vehicles and equipment for disaster prevention and control.

According to the plan, the fund must maintain a minimum reserve of VND200 billion ($7.7 million) to support disaster-related activities when an actual disaster occurs in Ho Chi Minh City.

The Department of Agriculture and Environment, the managing agency, is responsible for regularly monitoring and balancing the fund's revenues, expenditures and balance, ensuring funding for disaster prevention and control tasks.

The plan also stipulates that the cost of managing and operating the fund must not exceed 3 percent of the fund's total revenue.
