The companies were formed through the restructuring of units under Binh Duong Water - Environment Corporation - Joint Stock Company, including four firms in the former Binh Duong Province and one in the former Tay Ninh Province area.

City officials said the new firms would supply water to 36 wards and communes as well as industrial zones in the northern part of Ho Chi Minh City, generating annual revenue of about VND2.6 trillion (US$98.65 million).

The system includes large-scale water plants partly financed by official development assistance loans from the Asian Development Bank and the Japan International Cooperation Agency.

Ho Chi Minh City was expanded in July 2025 through the merger of the former Ho Chi Minh City, Binh Duong Province, and Ba Ria-Vung Tau Province.
