The buses, which recently shifted from a pilot tourism program to standard bus operations through year-end, were seen entering prohibited streets and stopping illegally to pick up passengers, the department said.
The construction department took over transportation oversight following a merger with the former transport department.
Officials said the violations have contributed to congestion in areas around Dong Khoi, Le Loi, and Nguyen Hue Boulevards.
The city instructed two operators, Hop On – Hop Off Vietnam and Vietnam–Hanoi Tourism, to ensure drivers comply with traffic laws and use only designated stops.
Traffic police were asked to step up inspections and issue fines, including via camera enforcement.
Authorities will also review signage related to turning permissions for double-decker buses in the city center and update criteria for operators ahead of a new tender process for 2026, the department added.
