The plan is aimed at doubling the city’s relocation target from 20,000 to 40,000 homes in connection with urban renewal and environmental improvement efforts.
According to the department, the review is carried out under Directive No. 45 issued by the chairman of the Ho Chi Minh City People’s Committee, which calls for the urgent implementation of key measures and solutions to support the city’s goal of achieving double-digit economic growth in 2026.
The directive also follows instructions from Party General Secretary and State President To Lam.
As part of the scheme, Ho Chi Minh City has ordered agencies to urgently review and establish a roadmap for relocating homes located on and along canals and waterways.
Besides, the city has urged relevant units to speed up efforts to reduce traffic congestion, reorganize traffic systems, expand public transportation, and implement free bus policies to curb private vehicle use.
The city also ordered the handling of major flooding hotspots, completion of drainage systems, and control over tidal floods.
Under the directive, the department is in charge of traffic congestion reduction, flood prevention, and the relocation of canal-side housing.
The department said it has compiled a list of 349 canals and waterways linked to relocation efforts.
To ensure adequate funding for urban renovation, environmental improvement, and the expanded relocation program, the department has requested wards and communes to review the listed waterways and canals.
During the review, local authorities are encouraged to propose canal-related project lists, estimate total investment capital, compensation and resettlement costs, and recommend funding sources.
The department requested that these wards and communes submit their reports before May 25 for consolidation and further recommendations to the municipal People’s Committee.
