At a conference unveiling educational targets for the upcoming academic year, Lam Hong Lam Thuy, head of general education at the city’s education department, said the new program will be delivered via an online learning platform.
It will support personalized instruction and advance the government’s goal of making English a second language in schools.
The program will incorporate AI and VR/AR tools to create interactive, personalized learning environments for students, Thuy said.
The education plan includes training teachers in English proficiency with support from local and international experts.
It also calls for incentives to attract qualified and native-speaking educators to underserved areas, and investments in upgraded classrooms with audio-visual equipment, computers, and Internet access.

Officials also plan to develop digital learning resources—such as interactive platforms and a centralized content bank—to improve access to English materials.
Teachers from other subjects will be supported in integrating English into their instruction.
The new bilingual STEM program consists of 36 modular units for students across all grade levels.
Each module features three phases— inquiry, construction, and presentation—and is delivered in both English and Vietnamese.
Student progress will be tracked through a STEM competency framework that also assesses innovation skills.
This is part of the city’s effort to turn English into a second language in schools in accordance with a mandate from the Politburo and prime ministerial directive.
The 2025–26 school year begins in Vietnam between late August and early September depending on grade level and locality.
