The initiative focuses on the International Square–Turtle Lake area, where regular cultural events are being organized.
Tran Van Nam, Party Secretary of Xuan Hoa Ward, said the ward had met with representatives from 11 universities and five high schools to coordinate activities linked to student clubs.
The plan is part of a local program to develop tourism tied to historical and architectural sites in the ward for the 2025–30 period.
The ward plans to sign cooperation agreements with schools for 2026–30 to organize cultural, sports, and community activities, including student-led clubs.

Nam said students and youth groups would play a central role in organizing events in public spaces.
In the first months of this year, the ward held six programs, including music performances and street art events, drawing residents and visitors.
Authorities said activities at the Turtle Lake area are a key focus, with events to be expanded to other locations such as Phan Dinh Phung Park depending on scale.
