Authorities said that at about 9:35 am on Wednesday, the second day of the Lunar New Year, Nguyen Thi H., 50, was riding a scooter with passenger Le Thi Ha M., 35, along Tran Hung Dao Street in Vi Thanh Ward.
A man suddenly approached and grabbed her jewelry, forcing her to swerve into the opposite lane.
A truck driven by Ngo Van L. was traveling in the opposite direction and struck the victims.
H. died instantly, while M. was seriously injured and rushed to hospital.

The suspect fled the scene but was tracked down within hours.
Police identified him as Bui Vinh An from An Giang Province, southern Vietnam.
He was arrested along with the motorbike he used, a Sirius with license plate 37C1-077.92.
Investigators are holding An for further investigation and will handle the case in accordance with Vietnamese law.
Authorities warned residents to be cautious during the Tet holiday, advising against wearing necklaces, bracelets, or carrying handbags while riding motorbikes, bicycles, or electric scooters to reduce the risk of robbery.
