The incident was brought to the attention of police officers through a resident’s video report submitted at around 5:00 pm on Sunday.
The footage showed a pickup truck carrying multiple children in the rear cargo area, an act deemed highly dangerous and illegal under Vietnamese traffic laws.
In response to the report, officers quickly launched an investigation to identify the driver.
At 5:30 pm the same day, V.V.T., a 31-year-old resident of Hoai Duc District in Hanoi, presented himself at a local police station.
The man admitted to driving the pickup truck and confirmed that the children in the vehicle were relatives whom he had picked up from the Vietnam Military History Museum.
He confessed that he allowed these children to sit in the truck bed during the journey home.
Police booked and fined him for his unlawful act.
As per Decree 168, which took effect on January 1 and stipulates strict administrative penalties for road traffic violations, drivers who carry passengers in the cargo area of a vehicle shall be subject to a fine of VND4-6 million (US$153–230) and a deduction of six points from the 12-point driver’s license.
