Construction workers are still operating heavy machinery inside and outside the school gates.
Parents said the delay in paving the road has forced children to walk through slippery, dirty conditions every day.
One parent, identified as H., criticized the timing: “When the weather was dry, they didn’t finish the asphalt. Now parents and children have to struggle through this muddy mess.”

A local resident living opposite the school added, “It’s only about 100 meters of road, but it’s left unfinished, and the children are suffering.”
The school project was approved by the Da Nang administration in 2024 under a plan to build Hoa Thuan Dong Elementary and Middle School and expand K149 Le Dinh Ly Alley in the former Hai Chau District.
The project carried a price tag of more than VND135 billion (US$5.2 million).

Following a nationwide administrative restructuring in July 2025, the school was renamed Hoa Cuong Elementary and Middle School.
It includes construction of the new school on a 5,206-square-meter site, featuring a four-story building with 35 classrooms, seven specialized classrooms, a multipurpose hall, a swimming pool, and supporting facilities.
The plan also covers the expansion of K149 Le Dinh Ly Alley into a 16.5-meter-wide road with upgraded drainage, lighting, and landscaping.
The project is managed by Da Nang’s Urban Infrastructure and Development Project Management Board.
The board also oversaw the delayed construction of Phu Dong Elementary School’s first campus, a project with a total investment of more than VND108 billion ($4.1 million), forcing students there to attend classes elsewhere.
