Over 6mn Vietnamese to receive cash gifts for National Party Congress, Lunar New Year celebrations

More than 6.28 million people across Vietnam, including residents with meritorious service, social protection beneficiaries, and other vulnerable groups, will receive a cash gift of VND400,000 (US$15) per person in celebration of the National Party Congress and 2026 Lunar New Year holiday.

The Ministry of Finance confirmed it has fully transferred central government funds to provinces and cities to implement gift-giving programs marking the 14th National Party Congress, scheduled to take place in Hanoi from January 19 to 25, and the 2026 Lunar New Year (Year of the Horse).

In an official dispatch sent to provincial and municipal authorities, the ministry said the central government issued a resolution on Sunday, authorizing Tet gifts for people with meritorious service to the revolution, social protection beneficiaries, recipients of social pensions, and other disadvantaged groups.

Local authorities are responsible for distributing the gifts correctly, transparently, and on time.

According to the ministry, the funding was disbursed in line with the central government’s resolution.

In cases where local budgets fall short during implementation, provincial administrations are permitted to use local budget reserves or other lawful financial sources to ensure eligible recipients receive their gifts in full and without delay.

Any shortfalls must be promptly reported to the Ministry of Finance for review and possible supplementation.

The ministry added that all expenditures related to the Tet gift program will be consolidated into each locality’s 2025 state budget finalization report, submitted in accordance with national financial regulations.

Provinces encountering financial or procedural difficulties have to report them to the Ministry of Finance’s State Budget Department, with parallel notification to the Ministry of Public Security, the Ministry of Home Affairs, and the Ministry of Health for further guidance.

Also on Sunday, the Vietnamese government approved an additional allocation of more than VND2.513 trillion ($95.6 million) from the central budget reserve for 2025 to fund the Tet gifts.

Each eligible recipient will receive a cash gift of VND400,000, with distribution required to be completed no later than Thursday, December 31.

In total, 6,284,865 people are set to benefit, including 1,651,056 people with meritorious service to the revolution and 4,633,809 social protection and social pension beneficiaries.

The Tet gift program follows earlier nationwide cash support initiatives.

On the occasion of the 80th anniversary of Vietnam’s National Day on September 2 and the 50th anniversary of the Liberation of southern Vietnam and National Reunification on April 30, the state provided a universal cash gift of VND100,000 ($4) per person, with total spending estimated at around VND11 trillion ($419 million).

The Lunar New Year, or Tet, is Vietnam’s most important traditional holiday, marked by family reunions, cultural activities, and travel nationwide.
