The man, identified as L., who lives in Thu Duc Ward, was invited to the police station to clarify the incident, a Saigon Ward police representative told Tuoi Tre (Youth) online newspaper on Tuesday morning.
L. initially told police that he caught the pigeons to take them home and keep them as pets.
Police are currently completing documents for further handling of the case.
The incident came following a video circulated on social media showing a young man catching pigeons at the park near Lam Son Square in Saigon Ward, Ho Chi Minh City.
According to the footage, the man was riding a motorbike with a woman when they stopped near the park.
He then got off the motorbike, approached a flock of pigeons feeding in the area and caught two birds, startling the flock and sending the pigeons flying in different directions.
Several people, including foreign tourists, witnessed the incident.
A member of the public recorded the scene and later posted the footage on social media.
