Ho Chi Minh City targets free public Wi-Fi for all by 2030 in smart city push

The blueprint is part of the city’s Smart City Development Plan for 2026–30, with a long-term vision toward 2045, recently signed into effect by the Ho Chi Minh City People's Committee.

Under the framework, local authorities expect 5G mobile networks to cover 95 percent of the population within five years, while key districts will serve as testing grounds for next-generation 6G technology. 

The initiative also outlines comprehensive upgrades to broadband networks, telecommunications, and Internet of Things (IoT) infrastructure to support digital governance and modern urban management.

Cloud computing and data integration

A major pillar of the plan involves modernizing how municipal data is stored and managed.

By 2030, Ho Chi Minh City aims to move 70 percent of its information systems onto cloud platforms, digitize and link 80 percent of its databases with national networks, and host 85 percent of departmental data on a single, shared municipal platform.

Central to this effort will be a new Smart City Data and Operations Center linked directly to the national data network.

The facility will gather and analyze cross-sector information to streamline public services and guide administrative decision-making.

In addition, the city plans to launch a "digital twin" platform, a virtual replica mapping above-ground, underground, and airspace infrastructure alongside real-time data from IoT sensors.

Officials will use the platform to simulate urban scenarios, flag potential risks, and optimize city planning.

Smarter roads, public transit

To address chronic congestion, smart cameras and sensors will be installed along major thoroughfares to monitor traffic flow, detect accidents, and flag incidents as they happen. 

The real-time data will allow authorities to dynamically adjust traffic light timings and dispatch emergency services faster, driving a shift toward proactive, data-driven traffic management.

Commuters can also look forward to an integrated electronic ticketing system covering all modes of public transit, allowing passengers to pay across the entire transport network using a single payment method.

Digitizing port operations

Recognizing its role as a regional trade hub, Ho Chi Minh City plans to fully digitize its maritime operations.

By 2030, 100 percent of the city’s seaports are expected to run on digital platforms for administration, management, and daily operations.

Officials say the transition will connect key stakeholders across the supply chain, boost freight transport efficiency, and sharpen the competitiveness of the city’s port network.
