According to the city’s plan, reports related to the metro project’s feasibility study, environmental impact assessment, and supervision will be finalized between October and December this year.

Preparatory work will take place in November and December before full-scale construction begins in January.

The municipal administration already approved the use of special mechanisms and policies under Resolution 188 to support the project’s next phases.

Resolution 188, issued by Vietnam’s law-making National Assembly on February 19 this year and effective immediately, provides a framework for special mechanisms aimed at accelerating urban railway development in Ho Chi Minh City and Hanoi.

Expenses for expert appraisal will be included in the project’s total investment cost, managed by the city’s Management Authority for Urban Railways, the project’s main investor.

The project’s key milestones include completing the conversion of ODA funds into public investment capital, approving route alignment and technology plans, establishing supervision and tendering processes, and finalizing the adjusted project plan and feasibility report.

The municipal Department of Planning and Architecture will appraise and submit the final route design and hand over project boundaries for compensation and resettlement, while the Department of Construction will oversee technology approvals, liaise with the Ministry of Construction, and evaluate contractor selection plans.

The municipal administration emphasized that all agencies involved must treat the metro project as a top political priority, allocate sufficient resources, and resolve obstacles promptly to avoid waste and delays.

The Management Authority for Urban Railways is held fully accountable for ensuring on-schedule implementation and for promptly reporting issues and proposing solutions.
