The National Center for Hydro-Meteorological Forecasting said the system is located south of Vietnam's Truong Sa (Spratly) Special Zone and is tracking west southwest at about 20 kph.

Its circulation, combined with a northeast monsoon surge, is producing fresh to strong winds over the southern East Vietnam Sea.

Wind speeds in the region reached 29 to 38 kph, with gusts up to 60 kph.

In the western part of the southern East Vietnam Sea, including waters west of the Truong Sa Special Zone and offshore areas from Khanh Hoa to Ca Mau Provinces, northeasterly winds reached 39 to 61 kph, with gusts at 62 to 88 kph.

Waves rose to between two and four meters, accompanied by thunderstorms and sudden squalls.

Authorities warned vessels in these waters to take caution, monitor weather updates and adjust routes to ensure safety.

Late on Tuesday, the National Civil Defense Steering Committee instructed coastal provinces and cities from Da Nang to An Giang to alert vessel owners and captains about the dangerous conditions.

Local authorities must guide fishermen to safe anchorage, revise offshore production plans and prepare rescue resources in case of emergencies.

Ministries and agencies were also told to coordinate response measures as assigned.

Beginning Wednesday, heavy rainfall is forecast for Hue City and the south-central coast, with daily totals of 50 to 100 millimeters and localized downpours above 200 millimeters.

The national weather center also warned of short duration rainfall spikes exceeding 100 millimeters within three hours.

In the southern region, showers and moderate rain are expected from Wednesday to Thursday, with widespread totals of 20 to 50 millimeters and localized amounts above 100 millimeters.

Prolonged rainfall may trigger flash floods on small rivers and streams, urban inundation and landslides on steep terrain.
