The order comes as several localities continue to face delays related to investment preparation, land clearance, and shortages of construction materials.
As per the directive, the Ministry of Education and Training must urgently finalize related policies and submit a proposal to strengthen the steering committee overseeing the border school program.
The education ministry is also tasked with issuing guidance on student admissions, boarding and semi-boarding enrollment procedures, teacher allocation, and school management staffing to ensure the schools can begin operating immediately after August 30.
Authorities are required to prepare management mechanisms and safety measures for younger students, especially those in grades 1 through 3 attending boarding schools in remote border regions.
The education ministry must also compile funding proposals submitted by border provinces and carefully review total investment levels for each project, clarify reasons for any cost increases, and reduce unnecessary construction items. The review must be completed before May 31.
The directive further calls on armed forces stationed in border areas to support local authorities with manpower, machinery, and equipment to help speed up construction work.
Meanwhile, the Ministry of Construction must help local administrations adjust projects and address difficulties faced by contractors, particularly those related to fluctuating construction material prices.
Provincial leaders have to directly oversee the projects and take full responsibility before the Politburo, government and prime minister for project quality, investment efficiency and construction progress.
The central government warned against wasteful spending, scattered investment, and the construction of unnecessary satellite campuses.
Local administrations must require contractors to maximize labor and equipment deployment while closely monitoring daily and weekly construction schedules to ensure all 100 schools are completed on time.
Authorities also stressed the importance of developing long-term management and operational plans to ensure the schools remain effective after completion.
