The directive said infringements remain complex in some sectors and localities and continue to affect the business environment and the legal rights of individuals and organizations.

Authorities were instructed to take immediate action nationwide to prevent and handle violations, with no exceptions.

The Ministry of Public Security was tasked with investigating and prosecuting serious cases and dismantling high-traffic piracy websites, particularly those distributing films, music, mobile games, and television content in Vietnamese and foreign languages.

Forces under the Ministry of National Defense, including border guards and the coast guard, were told to strengthen enforcement, while the Supreme People's Procuracy and the Supreme People's Court were directed to accelerate prosecution and adjudication of intellectual property cases.

Authorities were instructed to increase the number of cases handled by at least 20 percent compared with May 2025, focusing on copyright violations, industrial property infringement, and counterfeit goods.

The Ministry of Culture, Sports, and Tourism will conduct inspections on software and digital content copyrights, while media agencies were tasked with raising public awareness.

The Ministry of Industry and Trade and local governments will step up market inspections, and the Ministry of Finance will strengthen border controls and suspend customs clearance for suspected counterfeit goods.

The Ministry of Foreign Affairs will coordinate with relevant agencies to provide updates on enforcement efforts to international partners.

Ministries and localities must submit daily reports on major cases and maintain enforcement beyond May 30, with provincial authorities required to establish inter-agency task forces to coordinate implementation.
