The ministry has issued Circular No. 63/2026, establishing a list of used digital technology and electronic products prohibited from import into Vietnam, effective January 1, 2027.

The list is classified according to Harmonized System (HS) codes and covers a wide range of electronic, information technology, and telecommunications equipment.

According to the circular's appendix, the prohibited items include used computers, automatic data-processing machines, and their functional units, classified under HS headings 8470 and 8471.

Smartphones, mobile phones, and devices used to transmit or receive sound, images, or data over wired or wireless networks are also included under HS heading 8517.

Other prohibited products include microphones, loudspeakers, headphones, audio amplifiers, digital cameras, video cameras, television cameras, radio transmission and reception equipment, radar systems, navigation devices, and radio remote-control equipment.

Monitors, projectors, television reception equipment, and certain other electronic devices are also subject to the ban under their respective HS codes.

The restrictions extend to used parts, accessories, component assemblies, and electronic components of products covered by the list.

Notably, refurbished products that have been repaired or fitted with replacement components to restore their functionality, quality, and appearance to a condition equivalent to new products will still be prohibited if their HS codes fall within the restricted categories.

This means a used phone or computer remains subject to the import ban even if its components have been replaced, its appearance refurbished, and a warranty provided, as long as it falls under the relevant HS classification.

The restrictions also apply to used parts, accessories, component assemblies, and electronic components of products on the prohibited list.

Not all used electronic equipment will be banned from 2027

However, not all used electronic equipment is prohibited from import.

The circular excludes certain printers and photocopiers, including multicolor digital models and qualifying monochrome devices capable of handling A0 paper or printing or copying at least 35 A4 pages per minute.

Used production lines, machinery, and equipment directly serving semiconductor manufacturing, packaging, and testing projects, as well as digital technology training, research, and development activities, may also be imported subject to applicable legal requirements.

The circular will take effect on January 1, 2027.

Goods that have already received import approval from competent authorities before that date may continue to be imported in accordance with the terms and validity periods specified in their approval documents.
