According to the directive signed by Hue chairman Nguyen Van Phuong, the grassroots governance system must operate smoothly under a two-tiered model while working to build a civilized living environment with no litter, no noise, and no social evils.
Communes and wards are required to strictly control business and production activities that impact surrounding communities, and set quiet hours and mobilize residents to sign pledges committing to noise control and community order.
Besides, local authorities are urged to function as streamlined yet effective bodies close to the residents, but with strong capacity.
Authorities are also expected to intensify public awareness campaigns in residential areas to improve legal understanding and prevent crime, with particular focus on illegal drugs and emerging social issues.
Residents are encouraged to use digital platforms such as Hue-S application to report violations.
Hue is also instructing the grassroots authorities to implement comprehensive measures to ensure traffic safety, fire prevention, and food hygiene.
They must create favorable conditions for small firms and household businesses to access land, capital, business premises, and investment procedures.
Firms should be encouraged to promote unique products and services through digital media, trade fairs, and market linkages.
It is vital to foster vocational training partnerships with businesses, particularly in key sectors such as mechanical engineering, food processing, organic agriculture, and tourism services, according to the directive.
