The Ministry of Public Security has begun construction on a 60,000-seat domed stadium in northern Hung Yen Province, expected to become Vietnam’s most modern sports venue of its kind.

When completed, the stadium will feature the country’s most advanced domed technology, which is among the world’s most cutting-edge.

The groundbreaking ceremony took place on Sunday morning, attended by Party General Secretary To Lam and other senior central and local officials.

The project is located within the PVF Football Academy in Nghia Tru Commune, Hung Yen Province.

The Ministry of Public Security is the project's investor, while Vinhomes JSC, a subsidiary of Vingroup—the country's largest private conglomerate—serves as the main contractor.

Phan Thieu Hoa, chairman of Vinhomes, said the project, called PVF Stadium, is designed to rank among the leading sports facilities in Asia.

Covering more than 55,000 square meters, PVF Stadium will include four main stands—A, B, C, and D—along with specialized areas for technical operations, security, broadcasting, media, players, VIP guests, and catering services.

The stadium will form part of a 92-hectare sports and service complex, featuring an 18-hectare outdoor plaza and modern parking facilities.

"PVF Stadium will be the first in Vietnam equipped with a fully retractable roof system inspired by the AT&T Stadium in the U.S.—the world's largest domed stadium featuring a movable roof," Hoa said.

"The stadium's roof can open and close completely within 12 to 20 minutes, a first for Vietnam."

The roof, boasting Vietnam's most advanced domed technology and made of state-of-the-art PTFE material, allows natural light to pass through while blocking heat, UV rays, and reducing noise.

The playing surface will use hybrid modular turf technology, combining natural grass and synthetic fibers for improved durability, fast drainage, and easy maintenance.

The facility will also boast large LED screens and a state-of-the-art sound and lighting system to enhance live broadcasts and spectator experiences.

"With this landmark sports project, we are committed to executing it with the highest level of urgency, discipline, and responsibility," Hoa affirmed.

"We will ensure quality, progress, and safety at every stage, adhering strictly to design standards, technical requirements, and environmental sustainability."

Speaking at the ceremony, Minister of Public Security General Luong Tam Quang emphasized that the PVF Stadium, part of the public security forces' sports system, is a key cultural and athletic facility.

He added that the project embodies the aspiration to advance public security athletics and Vietnamese sports overall, contributing to the comprehensive development of the Vietnamese people and the nation's vision of prosperity and strength.
