Vietnam’s National Assembly passes 51 laws, 39 resolutions at 10th session

Vietnam’s law-making National Assembly (NA) on Thursday concluded its 10th session of the 15th legislature after 40 working days, passing 51 laws and 39 resolutions.

The NA adopted amendments to the Law on Education, Law on Higher Education, and Law on Vocational Education, along with a resolution introducing special and breakthrough mechanisms for education and training development.

These measures aim to strengthen the legal framework of Vietnam’s national education system and support long-term human capital development.

In the health sector, lawmakers approved the Law on Population, the Law on Disease Prevention, and a resolution on special policies to improve public healthcare, reinforcing the state’s responsibility in protecting and enhancing public health.

The NA also passed revisions to the Law on Tax Administration and the Law on Personal Income Tax, raising the revenue threshold exempt from taxation for household and individual businesses to VND500 million (US$19,000) per year.

The same threshold now applies to value-added tax, while new personal tax deductions were also introduced.

Other key legislation approved included laws on e-commerce, investment, digital transformation, artificial intelligence, and amendments to the Law on Anti-Corruption, reflecting Vietnam’s push to modernize governance and regulate emerging sectors of the economy.

To address implementation challenges under the revised Land Law, the top legislature passed a resolution introducing mechanisms to remove legal bottlenecks, improve land management efficiency, and support socio-economic development.

Lawmakers also deliberated and decided on major socio-economic issues, state budget allocations, national master planning and investment policies for large-scale infrastructure projects.

Among the most significant approvals were resolutions endorsing investment in the Gia Binh International Airport in Bac Ninh Province, northern Vietnam, with total capital estimated at VND196.4 trillion ($7.5 billion), targeting five-star service standards and positioning it among the world’s top 10 airports by service quality.

The NA also approved investment in the Vinh-Thanh Thuy Expressway in the north-central region to enhance connectivity with Laos, and authorized the government to approve the feasibility study for Phase 2 of Long Thanh International Airport in Dong Nai Province, southern Vietnam without requiring further parliamentary approval.

Legislators approved amendments to Resolution 98/2023, expanding pilot mechanisms and special policies for Ho Chi Minh City. The updated resolution introduces unprecedented measures in investment management, public finance, urban governance, and environmental management.

It also adds 11 priority project categories to attract strategic investors, including large-scale, high-end integrated tourism and entertainment complexes along the Saigon River, the Dong Nai River, and coastal corridors, each requiring a minimum investment of VND30 trillion ($1.2 billion).

In addition, the NA approved the establishment of a Ho Chi Minh City Free Trade Zone, designed to pilot breakthrough policies to attract high-quality investment, financial services, research and development activities, and skilled human resources.

Similar resolutions were adopted to amend policies for Da Nang and to pilot special mechanisms for major projects in Hanoi, aimed at accelerating project implementation, decentralizing authority, and improving urban governance.

NA Chairman Tran Thanh Man said in his closing remarks that the volume of legislation approved accounted for nearly 30 percent of all laws and regulatory resolutions adopted during the entire 2021-26 term.

He emphasized that the laws and resolutions adopted were designed to respond to immediate needs while creating a legal foundation for Vietnam’s long-term development.

Beyond legislation, the NA reviewed the overall performance of state institutions for the 2021-26 term, decided on personnel matters in accordance with regulations, and contributed feedback to draft documents for the 14th National Party Congress, scheduled to take place in Hanoi over seven days, starting January 19, 2026.

Vietnam aims to become an upper-middle-income, industrialized country by 2030, marking the centenary of the Vietnamese Party, and a high-income developed nation by 2045, the 100th anniversary of national independence.

Following the 10th session, the NA called on the government and local authorities to swiftly implement newly adopted laws and resolutions, ensure economic growth targets are met, and improve livelihoods, particularly for communities affected by natural disasters.
