Vo Thi Minh Sinh, chairwoman of the provincial chapter of the Vietnam Fatherland Front Committee, on Wednesday issued an appeal urging people inside and outside the province, as well as overseas Nghe An communities, to support those severely affected by the storm.
Nghe An has been battered by three major storms over the past two months, with Bualoi inflicting the heaviest losses.
Storm Bualoi, the 10th storm to enter the East Vietnam Sea this year, made landfall in Ha Tinh Province, north-central Vietnam early on Monday, bringing up to 12 hours of heavy rain and strong winds to the Nghe An-Quang Tri region.
Packing winds of 103-133 kph and gusts up to 167-183 kph, the storm caused widespread destruction across coastal, lowland, and mountainous areas in Nghe An.
Tens of thousands of homes were unroofed, collapsed, or washed away.
Thousands of hectares of crops and aquaculture ponds were submerged or destroyed, while tens of thousands of livestock and poultry perished.
Roads, bridges, and other infrastructure also suffered extensive damage, with several areas still inundated.

The fundraising campaign was immediately supported by delegates attending the provincial Party Congress preparatory session on Wednesday afternoon, who donated funds to assist storm-hit communities.
According to the Nghe An Civil Defense Steering Committee, storm Bualoi and post-storm flooding left 53 houses destroyed and nearly 49,000 homes unroofed, causing an estimated loss of over VND1.6 trillion (US$61 million).
In total, three recent major storms have caused an estimated VND6.970 trillion ($264 million) in damages in the province.
