Russian State Duma chairman begins official visit to Vietnam

Russian State Duma Chairman Vyacheslav Volodin arrived in Hanoi on Sunday afternoon to begin a two-day official visit to Vietnam.

He was welcomed at Noi Bai International Airport by Vice-Chairman of Vietnam’s law-making National Assembly Vu Hong Thanh, foreign ministry officials, and Russian Ambassador to Vietnam Gennady Bezdetko.

This is Volodin’s third visit to Vietnam as State Duma chairman, following previous trips in 2018 and 2023.

The visit is made at the invitation of National Assembly Chairman Tran Thanh Man, with the two leaders set to co-chair the fourth meeting of the Vietnam-Russia Inter-Parliamentary Cooperation Committee.

Vietnamese Ambassador to Russia Dang Minh Khoi said the trip comes at a significant time, as both countries mark major milestones in their bilateral relationship.

Khoi emphasized that the visit highlights the importance both sides place on their traditional friendship and their commitment to deepening the comprehensive strategic partnership.

The visit also follows recent high-level exchanges, including Party General Secretary To Lam’s visit to Russia in May 2025 and Russian President Vladimir Putin’s trip to Vietnam in June 2024.

“The National Assembly of Vietnam and the State Duma, as the highest legislative bodies, play a crucial role in creating the legal framework for bilateral cooperation and monitoring the implementation of high-level agreements,” Khoi added.

The Inter-Parliamentary Cooperation Committee, he added, is Vietnam’s first and highest-level parliamentary cooperation mechanism with a foreign legislature.

At its fourth session, both sides will share legislative experience, discuss oversight roles, and explore solutions for removing current obstacles to bilateral cooperation.

They are also expected to seek new growth drivers, particularly in science and technology, and education and training, to renew ties and elevate cooperation to new heights, Khoi said.
