Russian tourist fined for DUI, riding without license in Vietnam’s Khanh Hoa

A Russian tourist has been fined in Khanh Hoa Province, south-central Vietnam for riding a motorbike without a license and with alcohol in her breath, local traffic police said on Saturday.

According to traffic police, at around 8:30 pm on Friday, officers on patrol spotted Mishchenko Ekaterina, 40, riding a motorbike on Mai Xuan Thuong Street in Bac Nha Trang Ward with unusual behavior and ordered her to stop for inspection.

Police found that she did not have a valid motorcycle driver’s license and recorded an alcohol concentration of 0.075 milligrams per liter of breath, exceeding Vietnam’s zero-tolerance alcohol limit for drivers.

She was fined a total of VND5.5 million (US$209), including VND2.5 million ($95) for the alcohol violation and the remaining for driving without a license.

Police also fined the motorbike’s owner VND9 million ($342) for handing the vehicle to a person not legally qualified to operate it.

The Traffic Police Division under the Khanh Hoa Provincial Police Department said authorities would continue inspecting and strictly handling foreign drivers found riding without proper qualifications, speeding, or violating alcohol regulations.
