HCMC - All gasoline motorcycles will be phased out from the area within Hanoi’s Beltway No.1 by July next year, with authorities responsible for ensuring full compliance by both individuals and organizations.

Prime Minister Pham Minh Chinh on July 12 issued a directive outlining urgent and decisive measures to prevent and address environmental pollution. Under the directive, the Government leader has called on Hanoi to roll out measures that support individuals and organizations in changing their vehicles. The goal is to completely eliminate fossil fuel-powered motorcycles and scooters from the Beltway No. 1 area by July 1, 2026. Beginning January 1, 2028, the restrictions will be extended further, not only will gasoline two-wheelers remain banned, but fossil fuel-powered private cars will also face restrictions within both Beltway No. 1 and Beltway No. 2. By 2030, the ban will be expanded to cover all privately owned fossil fuel-powered vehicles operating within the Beltway No. 3 area. The directive also tasks Hanoi with developing and announcing a low-emission zone plan by the third quarter of 2025. By 2030, the city is expected to establish a comprehensive, multimodal public transportation network that covers major routes and connects densely populated areas with key transport hubs. Additionally, the expansion of charging stations, services for clean energy vehicles, and fleets of electric buses and metro trains is strongly emphasized.
