HCMC - The 11th National Patriotic Emulation Congress was formally opened on December 27 at the National Convention Center in Hanoi, an event Prime Minister Pham Minh Chinh described as a major political and social occasion reflecting the nation’s spirit of patriotism and aspiration to contribute.

Held under the theme “Emulation for innovation and creativity, accelerating breakthroughs to usher the country into an era of strong, civilized and prosperous development,” the congress is reviewing patriotic emulation movements and commendation work for 2021–2025, while launching new movements for 2026–2030. It also honors exemplary collectives and individuals representing dedication, creativity and resilience. The congress drew 2,223 delegates, including senior leaders and former leaders of the Party and State, among them Party General Secretary To Lam, State President Luong Cuong, Prime Minister Pham Minh Chinh, and former Party General Secretary Nong Duc Manh. In his opening remarks, Prime Minister Pham Minh Chinh said the congress was a “grand festival” of patriotism, held as the country prepares for the 14th National Party Congress. He recalled President Ho Chi Minh’s call for patriotic emulation nearly 80 years ago, noting that emulation has since become a valuable tradition and a powerful internal force driving national development. The Prime Minister said that despite significant challenges over the past five years, Vietnam has achieved important results under the Party’s leadership, with patriotic emulation movements playing a meaningful role. He highlighted nationwide campaigns in Covid-19 control, infrastructure development, expressway construction, power transmission projects, digital literacy, disaster recovery, and social support programs. He emphasized that the 11th National Patriotic Emulation Congress comes as Vietnam enters a new development phase, tasked not only with reviewing past achievements but also with setting new directions to generate momentum for a prosperous, civilized, and sustainable future.
