HCMC – The National Assembly has passed a resolution waiving tuition fees for all public school students starting in the 2025-2026 academic year and provide financial support for those attending private schools.

On June 26, 440 out of 441 lawmakers present voted in favor of the resolution, which covers tuition exemption and support for preschool and general education learners within the national education system. The policy applies to children in kindergartens and general education programs, including students in continuing education centers. It also covers individuals of Vietnamese descent living in the country without official nationality status. Under the resolution, students enrolled in public schools will be exempt from paying tuition. Those in non-public and private institutions will receive subsidies, with levels set by local governments within a national framework. The funding will be covered by the state budget. The central Government will assist localities unable to meet financial requirements. Authorities estimate the total cost at VND30.6 trillion, with VND22.4 trillion allocated for the 2025-2026 school year. The National Assembly also approved a plan to achieve universal preschool education for children aged three to five by 2030. The Government will fund the initiative, with additional contributions from private sources. The plan includes investments in school infrastructure, teaching materials, and staffing. Local governments will implement the program based on regional economic conditions.
