Signing of Hanoi Convention shows global trust in Vietnam: PM Pham Minh Chinh

Vietnamese Prime Minister Pham Minh Chinh said the signing of the United Nations Convention against Cybercrime, known as the Hanoi Convention, reflects the international community’s confidence in Vietnam as an active and responsible global partner.

Speaking at a joint press conference with UN Secretary-General António Guterres on Saturday afternoon, following the convention’s signing ceremony, PM Chinh emphasized that 65 countries signed the Hanoi Convention, a milestone that demonstrates “the UN’s and the world’s trust in Vietnam’s role, position, and influence.”

Reviewing nearly five decades of Vietnam-UN cooperation, PM Chinh said the partnership has enabled Vietnam to integrate internationally, adopt global best practices, and apply them effectively to national development.

The UN, he noted, has played a crucial role in helping Vietnam achieve stability and growth.

He highlighted Vietnam’s active participation in shaping UN institutions and global governance tools aimed at promoting peace, cooperation, and sustainable development.

Acknowledging that UN membership brings both opportunities and pressure, the prime minister stressed that Vietnam has consistently shown resilience and determination.

“The greater the challenge, the stronger the Vietnamese people’s will to rise. We do not surrender to difficulties,” he stated.

As for cybercrime, the Vietnamese government leader underscored the importance of collective responsibility, saying: “No nation can be safe if others are not safe in cyberspace.”

The prime minister described the Hanoi Convention’s opening for signature as a historic moment, taking place at a time when multilateralism is under strain.

Hosting the event outside UN headquarters, with the participation from over 100 countries, including 65 signatories, shows “a strong sense of global responsibility and underscores the convention’s significance.”

He called for greater multilateral cooperation and solidarity to tackle cyber threats and minimize their impact on societies worldwide.

For his part, UN Secretary-General António Guterres called the signing “a historic moment” and said it was fitting that it took place in Vietnam - “a country that has embraced technology, driven innovation, and become an essential part of the global digital supply chain.”

“Vietnam understands both the opportunities and the risks of the digital age,” the UN leader said, adding that the Hanoi Convention gives nations “a powerful new tool to prevent and combat cybercrime while protecting human rights online.”

He affirmed that the UN Office on Drugs and Crime will support the convention’s implementation and thanked Vietnam for its leadership and strong voice for international cooperation.
