Vietnam fines three people $626 over wrong-way scooter ride on expressway

Traffic police said on Monday they imposed a combined fine of VND16.5 million (US$626) on three people, including a vehicle owner and two girls who rode a scooter against traffic at high speed on the Ha Long–Hai Phong Expressway in northern Vietnam.

The rider, identified as 17-year-old N.T.P.T., was cited for multiple violations including illegally entering the expressway, which is reserved for cars and other four-wheeled vehicles, on a scooter, forcing cars to slow and swerve to avoid a collision.

The scooter T. was riding had an engine over 50cc, something riders under 18 are not allowed to use under Vietnamese law.

She was also not wearing a helmet, had a passenger without one, and the bike was missing a left rearview mirror.

Police also fined the scooter owner, identified as B.T.H., for handing the vehicle to an unqualified rider, and the passenger, identified as H.K.A., for not wearing a helmet.

The incident happened on Sunday, when the scooter carrying two girls drove against traffic in the lane closest to the median, a stretch where vehicles are allowed to travel at up to 100 kph, authorities said.
