The 371st Division described the operation as the largest and most complex in its history.
Preparatory meetings focused on coordinating schedules and ensuring seamless integration between military flights and civilian air traffic, especially at busy Noi Bai International Airport serving international flights.

Commanders agreed on a direct coordination mechanism between military flight controllers and civilian air traffic staff in Ha Noi's control tower to enable prompt, accurate communication and maintain safety and flight schedule integrity.
At the end of the meeting, the military and air navigation service signed an agreement reaffirming their commitment to ensuring absolute flight safety and successful execution of the National Day air plan.
