Vietnam PM orders proactive flood response as northern region braces for heavy rains

Vietnam’s Prime Minister has urged authorities to coordinate closely with upstream countries, including China, to improve flood forecasting and avoid delays or confusion as heavy rainfall threatens the northern region in the coming days.

Deputy Prime Minister Tran Hong Ha signed an urgent directive on behalf of the Prime Minister on Friday calling for greater preparedness amid forecasts of widespread downpours and elevated landslide risk.

Since early June, northern provinces have experienced repeated bouts of heavy rain, triggering localized flooding in Thai Nguyen and Bac Giang Provinces, and landslides in Yen Bai Province. 

Several fatalities have been reported due to landslides and flash floods.

According to the National Center for Hydro-Meteorological Forecasting, rainfall between Friday night and Saturday could reach 30–80mm, with some areas exceeding 120mm. 

A larger storm system is expected between Saturday and next Wednesday, bringing 100–300mm of rain, with isolated areas receiving over 500mm.

Rivers such as the Thao, Lo, Cau, Thuong, and Luc Nam may experience rising water levels of two to five meters, potentially reaching or surpassing flood alert levels.

The saturated soil in many areas increases the likelihood of landslides, flash floods, and localized inundation, particularly in mountainous and low-lying urban areas.

The Prime Minister directed northern provinces and relevant ministries not to underestimate the risks, and to continue rigorously implementing flood prevention measures outlined in a June 19 government directive.

Local authorities were instructed to raise public awareness and provide guidance on identifying disaster risks and appropriate responses—especially for landslides and flash floods. 

Communities near rivers, streams, and steep slopes should be surveyed and relocated if necessary.

The Ministry of Agriculture and Evironment was tasked with issuing timely warnings and enhancing international coordination for more accurate rainfall and flood forecasting.

The Ministry of Industry and Trade, Ministry of Construction, and other relevant agencies were told to ensure infrastructure and hydroelectric dam safety, while the National Defense and Public Security ministries were instructed to prepare rescue and relief forces.
