Le Thi Hai Anh, 51, from Bac Nha Trang Ward, was accused of handing over a vehicle to a person ineligible to operate it.
The charge stems from an investigation into a May 4 accident in which Smoliakov Konstantin, 35, a Russian national, rode a motorcycle while intoxicated and struck a 70‑year‑old woman crossing Tran Phu Street near April 2 Square.
The crash left the victim critically injured, and she later died while being transported to hospital.

Police said Konstantin had been drinking with friends before riding back to his lodging.
His blood alcohol concentration measured 268.8 mg per 100 ml, violating Vietnam's zero-alcohol limit for drivers.
On May 6, investigators charged and detained Konstantin for “flouting road traffic regulations.”
Police later determined that Hai Anh, a hotel receptionist, had rented the motorbike to Konstantin despite acknowledging his lack of a valid license and failure to meet legal requirements to operate vehicles in Vietnam.
