The driver was identified as V.D.K., 27, from Dong Thap Province.
Besides the administrative fine, the driver had four points deducted from his 12-point driver’s license for “holding and using a mobile phone while operating a moving vehicle,” according to the province’s traffic police division.
The violation came to light after a video clip was posted online, quickly drawing widespread attention and criticism.
The footage shows the driver releasing the steering wheel to hold and use his phone while the bus was traveling on the National Highway 50 section passing through My Phong Ward in Dong Thap.

The incident occurred at around 2:25 pm on Monday when the passenger bus was traveling from My Tho toward Cho Gao, the driver took his hands off the steering wheel to use his phone.
Within seconds, the bus veered forward and collided with a truck that was parked along the roadside.
The sudden crash caused panic among passengers.
Fortunately, no injuries were reported.
The bus sustained only minor damage to its side following the collision.
According to passengers, after the crash, the driver pulled the bus over, got out to negotiate with the truck driver involved, and then continued the journey as if nothing had happened.
Several passengers said they were angry and frightened by the driver’s behavior.
