Vietnam’s Party chief holds phone talks with top Chinese, Cuban leaders

Vietnamese Party General Secretary To Lam on Monday held separate phone talks with Chinese Party General Secretary and President Xi Jinping and Cuban First Secretary and President Miguel Díaz-Canel, according to Vietnam’s Ministry of Foreign Affairs.

During the call, Lam expressed his pleasure at speaking with Xi shortly after the successful conclusion of Vietnam’s 14th National Party Congress, held from January 19 to 23 in Hanoi.

Xi warmly congratulated Vietnam on the congress’s achievements and Lam’s re-election as Party general secretary for the 2026-31 term, voicing confidence that under the Vietnamese Party’s leadership, the country will successfully implement the resolution of the congress and achieve its long-term development goals.

Sharing key outcomes of the congress, Lam emphasized that the event fulfilled major historical responsibilities, setting strategic directions for Vietnam’s development in the coming period.

He also congratulated China on its important development achievements under the leadership of the Communist Party of China Central Committee, with Xi at its core.

Lam reaffirmed Vietnam’s consistent ‘One China’ policy and praised China’s role as a responsible major power contributing to regional and global peace and development.

Vietnam supports China’s initiatives on development, security, civilization, and global governance, he said, reiterating that Vietnam attaches great importance to and prioritizes the development of relations with China.

He stressed that Vietnam-China relations should remain a stable, long-term pillar with deep strategic connectivity.

Lam proposed elevating political trust to a new level to guide cooperation across all fields, maintaining frequent and flexible high-level exchanges, and strengthening the pillar roles of diplomacy, defense, and public security.

He also called for breakthroughs in substantive cooperation.

The top Vietnamese leader urged China to expand imports of Vietnamese goods, especially agricultural and aquatic products, prioritize railway cooperation, enhance high-quality investment linked to technology transfer and workforce training, and promote science and technology cooperation as a new highlight.

Xi affirmed China’s readiness to deepen the comprehensive strategic cooperative partnership and build a China-Vietnam community with a shared future.

He said China is willing to increase high-level exchanges, strengthen cooperation in Party building and governance, import high-quality Vietnamese agricultural products, encourage Chinese enterprises to invest in Vietnam, and advance practical railway cooperation.

Both leaders agreed to maintain close coordination at multilateral forums, better manage differences, and strengthen people-to-people exchanges, including youth and local cooperation.

As the Lunar New Year holiday approaches, the two leaders exchanged New Year greetings, wishing continued success in socialist construction and the further healthy, stable development of bilateral relations.

During the call between Party chief Lam and President Díaz-Canel, the Cuban leader warmly congratulated the Vietnamese Party on the successful organization of the 14th National Party Congress, as well as the newly elected Party Central Committee, Politburo and General Secretary Lam personally for being entrusted with key leadership roles for the new term.

He praised Vietnam’s achievements over 40 years of Doi Moi (Renovation), saying that these accomplishments have laid a solid foundation for Vietnam to enter a new era of development and provide valuable lessons for Cuba’s ongoing economic reforms.

Díaz-Canel highlighted the leadership and vision of the Vietnamese Party under Lam, expressing confidence that Vietnam will firmly advance toward its development goals for 2030 and 2045.

On behalf of the Party and people of Vietnam, Lam thanked Díaz-Canel and Cuban leaders for their close attention to Vietnam’s major political event and for their sincere and warm congratulations to the Party, the Vietnamese people, and himself.

Lam affirmed that the 14th National Party Congress was a great success and fulfilled its major historical mission.

He emphasized Vietnam’s unwavering commitment to national independence and socialism, with the people as the center of development.

The congress introduced new strategic directions, including a knowledge-based, digital, green, and circular economy, while stressing the importance of building a strong, efficient political system.

On foreign affairs, Lam reaffirmed Vietnam’s consistent policy of independence, self-reliance, peace, friendship, cooperation, and development.

He underscored Vietnam’s high regard for its special friendship with Cuba, pledging to strengthen solidarity and enhance bilateral cooperation.

Vietnam is ready to share experience in renovation and socialist construction with Cuba.

Díaz-Canel reiterated that Cuba places top priority on relations with Vietnam, determined to deepen their comprehensive cooperation based on the legacy of solidarity established by Leader Fidel Castro and President Ho Chi Minh.

Both leaders agreed to instruct relevant agencies to closely coordinate and effectively implement bilateral cooperation mechanisms and programs, aiming to develop Vietnam-Cuba relations in a substantive and sustainable manner.
