On Friday, Vice-Chairman of Da Nang’s People Committee Le Quang Nam issued a document calling for the continued implementation of Directive No. 14 on maintaining urban order and promoting a civilized way of life, three months after a preliminary review of its implementation.
The Da Nang administration asked municipal departments, agencies and local authorities at the commune and ward levels to strictly continue enforcing previous directives.
They were also told to address shortcomings identified during the review, maintain regular inspections and monitoring, and take action against violations to prevent the emergence of hotspots or a recurrence of sidewalk and roadway encroachment.
The city said efforts to restore urban order must go hand in hand with measures to support the livelihoods of affected residents and businesses.
Commune- and ward-level authorities have been tasked with completing the marking of lines to separate pedestrian areas from sections where motorcycles may be temporarily parked on roads under their management by the end of August 2026.

One notable measure is the city’s assignment for the Department of Science and Technology to develop a mini app within the Danang Smart City app.
The app will allow residents to report urban-order violations by submitting photos, videos and location information.
The reports will then be automatically routed to the appropriate commune-level People’s Committee or other competent authority.
Users will also be able to track the progress of their reports, while authorities can use data on recurring violations to support urban management.
Da Nang launched its sidewalk order-restoration campaign in March 2026.
After several months, the campaign has shown visible results, with noticeable improvements on many streets and in residential areas, making roads and sidewalks more accessible.
Proposed job-transition support for affected residents
At a Da Nang People’s Council session in late July 2026, the Vietnam Fatherland Front Committee in Da Nang proposed that the council develop mechanisms and policies to support livelihood transitions.
It also called for planning concentrated business areas, local markets and suitable vending areas tailored to the characteristics of each locality.
The measures would aim to ensure effective state management while helping vulnerable residents maintain employment and livelihoods in the short term.
