According to Tuoi Tre (Youth) online newspaper's observation, at around 4:00 pm, tidal water from the Tau Hu Canal began spilling onto Tran Xuan Soan Street as the tide rose.
The water gradually spread, flooding several sections of the road.
At around 4:30 pm, it started to rain, with the rainfall growing heavier.
The water level on Tran Xuan Soan Street continued to rise, reaching more than half the height of motorcycle wheels in some sections.
Many motorcyclists slowed down as they made their way through the flooded sections, with some trying to keep to higher parts of the road to prevent their motorcycles from stalling.
The flooding hindered travel along the street, especially as heavy rain reduced visibility for commuters.

On Binh Quoi Street, flooding also occurred around the same time. At around 4:00 pm, tidal water began spilling over a drain cover and onto the road.
After 4:30 pm, the rising tide combined with heavy rain lasting around 15 minutes left a section of the street deeply inundated, forcing many vehicles to slow down as they passed through the water.
The rain occurring at the same time as the high tide also slowed drainage, prolonging flooding on the streets.
