Vu Anh Dung, deputy head of the urban development division under the Ho Chi Minh City Department of Construction, provided details on the TOD plans associated with metro and railway infrastructure at a press briefing on the city’s socio-economic performance on Thursday afternoon.

The Ben Thanh-Tham Luong metro line has had its TOD boundary approved.

The planning dossier is being finalized and is expected to be submitted for appraisal and approval in December.

The TOD boundary around Thu Thiem Station has also been approved.

For Binh Khanh Station and the Tham Luong-Cu Chi metro section, the review of TOD boundaries might be completed in the fourth quarter of 2026.

Meanwhile, the TOD planning of the Ben Thanh-Suoi Tien line, known as the city’s first metro link, is expected to be approved in the first or second quarter of 2027.

For the Ben Thanh-Can Gio metro line, authorities are reviewing the TOD boundary and expect to complete the preparation and approval of the TOD plan between the first and third quarters of 2027.

Also, the Thu Thiem-Long Thanh line, metro line No, 4, the first phase of metro line No. 6, the Suoi Tien-Binh Duong New City section, and the Thu Dau Mot-Ho Chi Minh City section are expected to have reports reviewing their TOD boundaries in the fourth quarter of 2026.

At its sitting on Tuesday, the municipal People’s Council approved a resolution on planning TOD areas.

As per the resolution, a TOD area includes a railway or metro station, depot and surrounding areas, with a maximum radius of 1,000 meters measured from the station or depot.

Under the municipal People's Council's Resolution 21/2026, areas around metro stations are planned to accommodate mixed-use developments combining housing, commercial and service facilities, offices and public amenities.

Public transport will serve as the backbone, complemented by convenient pedestrian and bicycle connections to stations.

Development density is to remain within the capacity of existing infrastructure.

Planning will also seek to capture additional value generated from land, underground and elevated spaces, while incorporating green development and climate-change adaptation requirements.

The city does not yet have sufficient data to announce specific changes in property values, demand or the effectiveness of real-estate exploitation generated by TOD in station areas.
