According to Nguyen Anh Cau, chairman of the Quang Dien Commune People’s Committee, the incident occurred at Anh Xuan Market, which was submerged under about 50 centimeters of floodwater at the time.
When floodwaters began to recede, Hoang Nhat D., 40, and Le D., 42, entered the market to inspect their goods.
While touching a metal pole that had become electrified, the two men were shocked by leaking current.
Locals quickly cut the power supply and rushed to help, bringing both victims to a medical facility.
However, due to flooded roads and long travel distances, Hoang Nhat D. did not survive.
Le D. sustained minor injuries and is being treated at the Quang Dien Medical Center.
Chairman Cau said floodwaters at Anh Xuan Market had reached 1.5-1.8 meters at the peak of the storm, and many areas of the commune remain deeply inundated.
Authorities have yet to reach the victim’s family due to continued flooding but have ordered emergency aid, including rice, instant noodles, and cash assistance, for the bereaved family.
