The Ho Chi Minh City People’s Committee has approved an investment policy and investor for its largest social housing project, which is set to cover 192 hectares of land in Ba Diem Commune and accommodate 67,645 residents.

A representative of the municipal Department of Construction told Tuoi Tre (Youth) online newspaper that administrative procedures are being finalized to begin construction in December.

The city aims to complete the social housing component by 2028, while the overall project is scheduled for completion by the end of 2030.

Under the municipal administration’s decision, Delta Joint Stock Company has been appointed as the project's investor.

The project will carry a price tag of over VND64 trillion (US$2.5 billion).

The project has received approval for its detailed 1:500-scale zoning plan, providing for a population of 67,645, more than three times the minimum population threshold for a ward under current regulations.

Under the approved zoning plan, the project will comprise 43 blocks, each rising to a maximum of 30 floors.

The project will supply around 37,620 housing units, of which 7,656 will be commercial homes, 26,004 social housing units for sale and 3,960 social housing units for rent.

The development is expected to become a major new urban hub in the northern part of Ho Chi Minh City.

The project is planned as a multifunctional urban development with synchronized technical and social infrastructure to meet residents' needs for housing, employment, and daily activities.

It is also meant to help redistribute the population and ease pressure on infrastructure in the city's established inner areas.

The development will also provide a range of services and amenities, including cultural and recreational facilities, healthcare services, educational institutions, commercial areas, and public green spaces.

The urban layout will capitalize on the area's extensive waterways, with the aim of creating an ecological and sustainable community offering a high quality of life.

The project will serve as a catalyst for urban development in Ho Chi Minh City and neighboring localities.

The project is expected to benefit from convenient transport connections, particularly its proximity to Ring Road No. 3.

The site is bordered to the north by land designated for a development-driving mixed-use complex and public green space.

To the south, it adjoins Canal 7, industrial production and warehouse land, as well as another area designated for a mixed-use development complex.

An Ha Canal borders the western side, while Lien Vung Canal lies to the east.

To keep the project on schedule, the municipal administration has instructed Delta Joint Stock Company to complete all required procedures relating to planning, land use, investment, construction, environmental protection, fire prevention and firefighting, and other relevant regulatory requirements before construction begins.

Relevant municipal departments, agencies, local authorities, and other organizations have also been assigned responsibilities for their respective areas of work to ensure the project is delivered in line with the approved plan and schedule.
