The meeting took place as part of her visit to Russia at the invitation of the Russian government and the administration of Saint Petersburg to participate in cultural diplomacy activities marking the 75th anniversary of diplomatic ties between Vietnam and Russia.
She arrived in Moscow on Tuesday.
During their exchange, she conveyed greetings and appreciation from Party General Secretary To Lam to Russian President Vladimir Putin.
In turn, Chernyshenko extended the Russian president’s regards to the Vietnamese Party chief.
He expressed his honor to meet Madame Ly again, highly appreciating the outcomes of the visit to Russia by Party General Secretary Lam and Madame Ly in May 2025.
He affirmed that Russia attaches great importance to enhancing the comprehensive strategic partnership with Vietnam.
He noted that Madame Ly’s ongoing visit aimed to follow up on and implement the outcomes of Party General Secretary Lam’s visit.

He also announced that Russia will send a delegation to Vietnam to join the 80th anniversary of the National Day (September 2).
Madame Ly expressed her pleasure at returning to Russia and shared fond memories of the May visit.
She thanked Russia in general and the Russian deputy prime minister in particular for their warm hospitality and for inviting the Vietnamese delegation to take part in meaningful events in marking the 75th anniversary of diplomatic ties between the two nations.
Discussions centered around promoting cultural and people-to-people exchanges.
Madame Ly praised Russia’s support for the upcoming Vietnam Cultural Festival to be held in Moscow’s iconic Red Square.
She underlined that the event would offer a unique opportunity to showcase Vietnam’s rich cultural and artistic heritage not only to Russian citizens but also to the broader international community in the Russian capital.
Cultural relations serve as enduring bonds, while educational cooperation is a vital bridge that has spanned generations, she said.
Chernyshenko remarked that Madame Ly’s visit highlighted the significance of cultural collaboration and that the Vietnamese Cultural Festival would help deepen the Russian public's understanding of Vietnam’s heritage.

Reaffirming Russia’s commitment to educational cooperation, he stated that he throws his weight behind the increase in the number of scholarships for Vietnamese students, particularly those majoring in the fields of culture, basic sciences, and the arts.
The Russian side also expressed support for establishing Vietnamese language classes in Russian schools with significant numbers of Vietnamese students.
He highly valued the hard work, diligence, and law-abiding nature of the Vietnamese community in Russia.
Furthermore, he emphasized Russia’s strong interest in advancing the Russian-Vietnamese high school project in Hanoi.
Russia is pursuing a plan to develop the Pushkin Institute branch in Hanoi into a regional center for Russian language, serving all of Southeast Asia.
Chernyshenko introduced Madame Ly to the Sirius Educational Center in Sochi, which is not only a place for teaching basic subjects, but also an environment that nurtures and develops talents in various fields, including ballet and painting.
He expressed hope that a similar institution could one day be established in Hanoi.
Madame Ly welcomed Russia’s proposals and hoped that both sides would work closely to bring these educational and cultural initiatives to fruition.
As part of her official program, Madame Ly visited the statue of late President Ho Chi Minh in Moscow, where she and the Vietnamese delegation laid flowers in tribute to the revered Vietnamese leader.
